LASBCA, LSMTL STRENGTHEN COLLABORATION FOR EFFECTIVE SERVICE DELIVERY

The Lagos State Building Control Agency (LASBCA) moved to strengthen the synergy between her and the Lagos State Material Testing Laboratory (LSMTL) for effective service delivery in the discharge of both Agencies’ Statutory Responsibilities across the State.

The move was initiated during the working visit of the LSMTL Management Team led by its General Manager, Engr. Olayinka Abdul to LASBCA Headquarters at Ikeja, GRA, Lagos.

The General Manager of LASBCA, Arc. Gbolahan Oki, while welcoming the team to the Agency, commended the General Manager of LSMTL for her outstanding performance and effort within a short period in making sure that Non-Destructive Tests (NDT) carried out by the Agency are not doctored or poorly appraised by unqualified professionals.

Oki also advised the LSMTL Management Team to always appraise the  NDT reports, especially from third parties, as this will further assist registered COREN Civil or Structural Engineers in their final analysis, and conclusions so that they can make informed recommendations if a building in question is to be remodeled, renovated or demolished.

The General Manager of Lagos State Material Testing Laboratory LSMTL, Engr. Olayinka Abdul applauded LASBCA for its laudable efforts in ensuring that property owners/developers build according to Lagos State Building Regulations thereby bringing sanity to the Built Environment, an effort that has drastically reduced the menace of building collapse in the State.

She also reiterated LSMTL’s readiness to collaborate with LASBCA for a seamless work process through stage-by-stage inspection of all ongoing building constructions in the State to compel compliance on the part of the building public.

Abdul further stated that Lagos State Material Testing Laboratory has introduced a Read Alone Platform for both LASBCA and Lagos State Physical Planning Permit Authority (LASPPPA) where all the Non-Destructive Tests carried out by the Agency will be shared to prevent doctored NDT results presentation.

Both Agencies unanimously agreed that before a final verdict can be passed on an NDT conducted by LSMTL there must be a joint appraisal and methodology by relevant professionals comprising of COREN registered Structural Engineers and Civil Engineers, among others, for a well-detailed and comprehensive analysis of the test.

The meeting had in attendance the Management Team from both LASBCA and LSMTL including the Districts and Divisional Heads of both agencies.
